Flattop double-blind

I'd like to run another game this year. Like in previous years, I am thinking of going 1-3 days, with me refereeing. We've had success with this as a "part-time" game, with players only needed to issue orders & plans between turns of other games. Last year, when darkness came and no planes were flying, I ran the night turns as a simulcast, and we were able to work in another morning of play.

This year, I'd like to test a home-brewed scenario, so that the players might not know where the historical enemy is, nor have clear knowledge of historical enemy strength. I'm basing it off movements by both sides at a time when the fleets missed each other by a few days.

Each side could have one or more task force commanders and a land-air commander, or break up assignments as they wish.
